2000 Altima : Instrument cluster lights won't work.

Hey guys curious if anyone can help me with this. The instrument cluster lights will not come on when I put the headlights on. The clock on the radio will go out when I turn on the headlights as well (radio still works though just no display with lights on). Basically all interior lights don't work except for the map lights and dome light. I checked ALL fuses and checked the bulbs, also checked the dimmer switch.

Anyone help me out? Wiring diagram possibly? Could it be a relay?
