20 feels like its missing when its not under boost, Im at a loss.

Sometimes Ill be driving my car and the motor will feel like I have a fouled plug or bad valve, like it will hesitate and miss. When I press the gas it goes away once boost hits, this is only at low throttle.

Is it possible its running too rich and the boost evens it out? Thats all I can come up with.

could be running too rich. You might also check all your grounds. I had some corrosion where the wire goes into the terminal on my RX-7 and it was causing a hesitation and i was getting 11m/pgcleaning the terminal cured the problem and got me back to 17m/pg.
