2 valve seat installed under the same valve spring?

i upgrading the springs, retainers, and installing solid pivots and when i took of the 5th valve spring it had 2 valve springs seats installed under it.

is that just a screw up from the factory or is it there for a reason?

I have an s14 sr too and when I took the springs off there was only one per spring. Now you have me thinking going to have to look it up in the book.
