It really depends on the branch, area, and your situation. My fiancee was stationed at Norfolk Naval Base, and at 8 years in she was pulling in a little over 40k/year as an E-6. Ok that may be the worst advice I have ever heard. What you described is called BAH Fraud. A guy at my last command got caught doing the exact thing you just described and is still trying to pay every penny back. As an 0-1 under 2, I'm looking at almost 30k/year before I add in allowances. And an E-5 isn't far behind an O-1 according to the pay charts.

My friend has a shop and he just cut some metal and made me a custom tie down.
