2 questions, both simple....i think.

First off my seatbelt on the drivers side is busted, i can hear it trying to catch but it wont go. Im assuming i need to replace the whole thing, can i just by a track or do i need to buy all the wires and what not? 2nd I get bad gas mileage, i do my best not to drive like a maniac and it still only gets 16 if im lucky advice? The engine does have 192k on it.

Oh god i forgot car model, hahahaha. 90 240sx. I dont use ebay much, friend got ripped off. Why? I just want to know if fuel injectors could be to blame and if its worth it to replace em?
