"I would recommend building the wheels "dry", and then sealing them. Before you assemble the wheels, clean off all of the old sealer with a wire brush. I also like to clean the mating surfaces with Laquer Thinner before assembling the wheels, to remove any residue or skin oils.
Be sure to consult the wheel manufacturer on the assembly fastener torque specification, and hand torque the wheels (in a criss-cross pattern to start) to this setting.
Clean the split area with Laquer Thinner again, let dry completely, and seal with regular 100% RTV Silicone- the clear variety lets you inspect for bubbles or potential defects. You don't need to lay on a huge bead of the stuff- all you are trying to do is seal the area where air might escape. If you put on a huge, thick bead, you might actually damage the seal during the tire mounting procedure.
Let the Silicone dry for approximately 24 hours before mounting a tire. "Airing up" a tire before the Silicone is dry could cause the seal to blow-out!!
