2 noob question: O2 sensor and boost controller

Ok. I'll start off with 1 at a time here. My car is running uber rich. It's just nasty. I think my O2 sensor may be dead. Is there any way I can test it to see if it works? Since I have 3 wires on it, obiously I have a 12v source, ground, and then the data wire. Can I give it a 12v source, ground, and stick an ohm meter to the data wire or something to see if im getting a response? Also, since I had to hack up the harness and make due with what I got, I may have messed something up so I'll take a look into that also before I go out and buy and new O2 sensor. If that's the case and I need a new one, will any aftermarket do or are some better than others?

Now, to my second part of the question. Say my O2 sensor is running fine and my car is just running rich for whatever unknown reason. I have a manual boost controller and it's fairly simple. One inlet and one outlet. One complete turn of the knob on the top means 1psi gain. Simple, right? Ok. Now after reading the n00b manual it's telling me to remove the factory boost controller and place it in it's place. Ok, well, this engine never came with a factory boost controller. On the stock T25 I have 2 vaccum lines coming off the turbo and they meet together where they "T" off into all my other vaccum operated things like my FPR, butterfly valve silenoid, and whatnot. Do I just stick this in that main vaccum line?

PS. My A/F Ratio gauge doesnt work so I cant really tell how rich im running but I was going to take it easy when turning up the boost to see if im getting any negative reactions.. I should have a a/f gauge in the next few days.

if you hook up 12V and a ground.....then the 3rd wire will output a voltage..... ( between 0 and 1volt )

I wouldn’t consider those lines vacuum lines since they hold pressure from your turbo. Locate yourself a copy of the manual for your motor and see where those turbo lines need to connect to, for best results make sure you have no open lines, always do a good test with an air compressor to find out if you’re turbo system is leaking anywhere.BTW… a boost system leak will make you run rich. Less air pressure + same fuel = running richer

For the best results, where should the manual boost controller be hooked up then?
