1999 Sentra GE Not starting

Hello all. I'm trying to help my little brother get his ride riding and I'm hoping that y'all can help me out.

Here's the story...

For a month or two, every once in a while the car would take a moment to start...it would click and then turn over.

One day, it clicked for a longer time and then turned over. My bro drove it around the block, came back and went to work. When he came back, the car wouldn't start at all. And that's it's current state. I just had a look at it and I'm not mechanic. It doesn't click like what I expected from a starter problem...when trying to start it buzzes, a small black component that sits on top of the...I'm not sure of the terminology, so forgive me...that sits on the top passenger side of the big silver piece that is slightly above the cylinders. I'm sorry for my lack of terms; I can't find a labeled diagram online. Anyone know where I can find one?

Does anyone know what the problem is from my rough description of the problem?

Can you take a picture of what part you are talking about? The starter very well maybe the culprit.
