1999 Nissan Altima GXE rust problem. Will side skirts fix it?

My car has a lot of rust on the passanger side, near the bottom. I already know how to fix the one on the door, and I was just curious if I were to add side skirts if the rust would be not visible?

I am talking about the rust near the rear tire, as you can see it is kind of rusting out from under, and was wondering if side skirts will cover it.

As for the door, I already know that I am going to use bondo over it and just paint over it since I am painting the car.
