1999 Maxima Brake Problems

I am having problems with my 99 Maxima Brakes. When applying the brakes the pedal travel is almost to the floor. When pumping the brakes presure builds up and brake response is better. I have replaced the master cylinder and have bled the brakes numerous times. Also the check valve on the booster is good. When I removed the check valve vacuum was released from the booster.
