What is the inner and outer Tie Rod Torque Spec for a 1999 Altima? Thanks

Inner rod to rack is 58~72 lbs/ft, outer rod locknut 27~34, outer rod castellated nut 87~139. Values are on page ST-16 in the manual.

I think the outer rod castellated nut Value is an error, that seems way to high for that.

Nope, that's a tapered joint. Needs to be very tight to seat the taper, especially with a new part. With a re-used part you can be a little sloppier and it probably won't matter.
