1998 Q45t Steering Problem

I have had an ongoing problem where the steering wheel is almost impossible to turn especially when the car is just started. I've replaced the P/S pump and rack twice and the fluids are fine but it's still having the same problems

Just for the fun of it, check the u-joint that connects between the steering column and rack. They occasionally lock up and cause something like what you describe. On my old Q it would loosen up after it heated up - it's really near the exhaust on that side.
