1997 Q45 LOSS OF P/S LOW SPEED WHILE TURNING

Hello,i am working on my friend's 1997 infiniti q45.we have installed a new infiniti power steering rack due to no power steering to the right.it is electronic steering also.while road testing it--i have found that during low speeds it looses power steering for a second and then gets it back.i have tried to check all ofthe electronics and all ofthe tests come back good.could this possibly be in the power steering pump itself--i do not have a lot of experience on this model.
