this is leaking
its by the gas tank in the rear
can any one tell me what its called

Yeah, that thing is the EVAP Canister Purge Control Valve. See page EC-230 of the FSM.

I tried to find a part number on Courtesy Parts, but had no luck.

You need to remove carefully clean lubricate and remove the rust and verify the pipes rubber hoses are fastened securely. Then at least undercoat that area but if that area is rusted as bad as it shows in the picture , what is the rest of the car at.

These vehicles are rust prone but continued under coating not only slows rusting but:
keeps rubber supple
keeps corrosion down on electrics
lubricates between body panels
Drive rust out and this can been seen after a rust proof application
helps control rusting of larger components.

Your 97 compared to my 97 will show what I am expressing
