1996 HICAS delete questions?

So I just picked up a 96 TT for ridiculously cheap, it has it's issues but for the price I couldn't pass it up. My question is, I've looked around and don't seem to find a delete kit for this year. But when I looked at the car the hydraulics that go under the hood by the passenger side headlight are missing. So I look under the rear to see if somehow they removed it...but everything is still there. How can they delete the front and not the rear? Is it possible to have it done that way and still work properly?

flog me if im wrong but the delete kits will fit its just in 96 they did the ob2 and crap. but the body and subframe are still the same...

also no it will not still work, it uses the power steering pump for fluid control and the actuator that was in the hood to control the direction etc.
