1996 240sx: No switched power in fusebox?

I am I am wiring a thermostat to control when a set of electric cooling fans will turn on. I need a switched power source to trip the relay so that the fans will only come on when the temperature is above my setting and the car is on.

I was intending to pull switched power from the ignition fusible link (30A) in the engine bay fusebox but my multimeter is showing 12V to it with the key in the off position. A further check shows that the rest of the fusible links in the fusebox see constant power as well.

Is this normal?
