1996 240sx blower problems

I got this car from a crack head who didn't know what he was doing and started to tear the car apart. I am having trouble locating an electrical problem with the heater blower. I did a bunch of continuity tests on the blower and speed switch and concluded that I have no power going into the switch. Also no live wire going into the blower motor. Also need info on where to get cheap power window switches and motors. And last but not least, I am having trouble with accelerating. Feels like it is lugging out or flooding. After a few seconds it takes off. Sometimes when I need to stomp on the gas it mades a high pitched whining noise. Any help would be great. Thanks.
