1995 S14 sterio & wipers dont work when the engine is turned on

I turn the key to accessory or what ever its called (right b4 you turn on car), and my sterio and wipers will work. But with the engine on the sterio and wipers will not work. I noticed that a fuse or relay, titled FOG, is missing. Im guessing that the worst case senario would be that there is a short in the wireing right? ty if any one can help me.

Do you mean that they stop working while the engine is running or that they stop working with the key turned to on whether the engine is running or not.

For communication purposes:

OFF | ACC | ON | START

or

0 | 1 | 2 | 3

TY for ur post Well in the ACC position both the wipers and radio work, and for the ON position they work only if the engine is not running, after I turn the key to the START position and the engine is runing they will stop working. And If I had the wipers running while the key was in the ON position, right after the engine starts the wipers would stay in the middle of the wind shield as if power was just cut off to the wiper motor. And again ty for ur response.
