1995 Nissan Pickup Starter won't engage

So I finally got my new motor in, got it all hooked up, fluids added. Have fuse for fuel pump pulled and no spark plugs installed so I can prime oil pump.

However, the starter is not doing anything! No clicking, NOTHING. I pulled the starter, took it to parts store, tested OK. Put it back in and verified I have power at starter, and I do. Plugged test light into plug and get nothing when I turn key over. Bought new starter relay. Same thing...

Everything is plugged in. I've triple checked and can't find anything not plugged in. The only thing not hooked up is no plugs installed and no wires. I do have the one from the top of the Distributor cap to the ignition coil.

I'm at a loss and would appreciate any thoughts. This is my daily driver and I've spent all week working on it hoping to have it done by today! So close it hurts!

How long has it been since the car has been driven? Maybe your ignition cylinder is bad? You're just going to have to start tracing/checking for voltage while you or someone else turns the key over.
