1994 J30 one headlight will not work help!!!

I have changed the bulbs and the fuses. The high and low beam will not work on passenger side headlight. Is it a relay issue???? Im confused!

Ensure your using bulbs of the correct voltage. Higher voltage bulbs are known to melt the wiring.
