1993 240sx No Start

With the key on engine off the car had a buzzing sound coming from the engine bay i checked it out and the noise is coming from the inhibitor switch when i unplug the harness for it the buzzing goes away but the car doesnt start it cranks but doesnt start the noise also goes away if i disconnect the Closed throttle position switch what could be wrong? also when i crank the car the starter sounds like it doesnt have enough voltage and i tried jumping it with another car but it still makes the same noise as if it doesnt have enough juice
