I have a cheapy ebay cone air filter. What I need to know is that would it be safe to take it off and clean it with water or should I spring for some filter cleaning kit from AutoZone?

If it's a paper filter, it can't be cleaned; just replace it. If it's a reusable filter, get a cleaning kit from an auto parts store.
