1992 240sx : Failed Emissions

I recently got my car inspected, but it failed emissions unfortunately. In MA, the limit for NOx is 2.50 gpm, but my car read higher at 3.24 gpm. The guy who inspected my car said it's most likely the EGR, and that it needed to be cleaned. Is that all to pass inspection?

Also, there's been a feint smell of gas coming from the car every time I fire it up. At times, when I reach 4000-5000rpm, of course on the highway, I feel like the car chokes a little, like it doesn't want to go any higher. While the car was running, I took out the 4th spark plug wire out and it was still running. I had recently changed all the spark plugs, so that can't be the reason. Is it due to a fuel injector leak? Do I need to replace the fuel injector? Maybe this is also an addition to why I failed emissions. Any help would be appreciated. Thanks in advance!

assuming the vaccum hoses are all routed properly I would lean toward EGR, however if you have messed with the vaccum routing there is a change you could be sending pulse air into the exhuast stream which would inundate the cat and not allow the rhodium bed of the cat to seperate the oxygen from the nitrogen molocules in the Nox buildup.
