1991 sr20det swap in a 1990 s13 hatch...cant rev over 4 grand,fuse box singing

on start up all is good but as soon as the car warms up once i touch the brakes or the gas pedal my battery light and e brake lights come on the fuse box is "chattering" wont let me go above 4 grand and it sputters, not at idle but at 4 grand? i am so lost i have played with the harness, hoping that would solve it, it did for about 35 mins then it started again? plz help.
