I'm trying really hard to not go look at this. From their Facebook page, I think the place has been in business for a couple of years, but their location now looks really new, so I think it was someone's back yard business before now. They have a lot of cool looking stuff sitting there, including a (supposedly) working 1989 Nissan Safari Firetruck.

It's over 25 years, so yes, it's legal just like the R32 Skylines.
