1991 nissan d21 coolant tank supposed to be opened opposite end of recovery hose?

I gave a 1991 nissan d21 and just noticed that coolant recovery tank is opened at opposite end of recovery hose. Is that normal or is it broke?

The '93 D21 4cyl that I had, as I recall; The reservoir tank was connected to the Radiator @ the Filler Neck, by a hose. There had to be another open port on the tank for breathing purpose's for the tank to fill and then allow fluid to go back into the radiator tank through that one hose connection.

There may have been a hose coming off of the Breather connection on the tank,, but it would have just been for direction of any fluid from a too full situation.

I want to say that mine didn't have a hose connected to the breather port though,, but just can't remember positively.
