It only shuts off when I turn ignition off. I guess I get the multimeter out and test switch, amp, wires etc to see who is providing power when switch is off.

Does it shut off when you disconnect the wiper switch? If not, check to see if you're getting ground at the blu-red wire at the wiper amp connector. If you are getting a ground with the wiper switch connector disconnected. Then you have a short to ground in the blu-red wire.Check that and let me know what you find.

I had to disconnect the amp from harness as I was getting weird reading for the blue/red wire. With amp disconnected things are the way they are supposed to be, ground when wiper button is depressed and nothing when the button is not depressed. With the ignition on and with wiper button depressed/undepressed, It was giving an 8volt positive and 3 volt ground reading simultaneously. I don't understand the amp so cant say for sure if amp is toast will research how to test it. thanks.

this only tests the relay inside the amp. pictorial is right but written instructions are ambiguous
