1991 240sx, Odd electrical problem

My auto seatbelts dont retract when the door is open and the car is off, when the car is on or put to accessory mode, the time on my head unit just flashes, it doesnt function at all and the open door light in my gagues flashes with it. It sounds like a short to me but im really puzzled as to how this happined, the only thing electrical i touched on the car today was i tryed to change the light in the pass side kick pannel but it seems really wierd it would do that. any advice?

Edit: i just went out and messed with it a little more, The seatbelts will work fine when the car is in accessory mode but when the car is off they wont function at all, and my clock is one hour off so im guessing theres no power going thru the car wile its off now, not even to keep the clock going. When i turn it to acc theres a single click, sounds like it follows thru the dash.

Fixed the problem, the Interior dash fuse also runs the circuit for the constant power to the clocks, radio, seatbelts,power locks and interior lighting
