1991 240sx Ignition/Accessory power problems! HELP

Car: 1991 240sx Hatchback S13

I have a 1991 240sx hatchback w/167,000 miles on it. Car and motor are all stock with a 5 speed transmission. The car was sitting for the last 6 years. I got the car running fine. The problem is when the key is turned to the "on/run" position. I have no power to any of the accessory's (Windows, Wipers, Seat Belts, etc). When I "Rev" the motor (Increase the RPM's) everything comes on. Since the car sat for the last 6 years, I have replaced a lot of items, below is the list. Thanks for any help.

New Battery
New Battery Cables
New Alternator
New Starter
New Ignition Switch
New Fuel Pump
Checked all fuses and bulbs
Checked all fuses under hood as well
Not sure about checking the Relays

That is really weird. I would start by checking the voltage in the car.
I've often used something like this:

You're saying nothing works when the engine is off too, right?

Correct, Nothing works. But the car will still start OK. Im thinking it might be a Relay, Just not sure what one.

I'd probably start with the main ones in the fuse boxes under the hood. Maybe a relay is sticking and doesn't click on until it sees a certain voltage/amperage.
Maybe go through the FSM's wiring diagrams to see if anything makes sense.
