pop the arms off the head lamp motor and let the motors run to see if they find their stop point. The little plastic end can be poped off by slightly prying it away from the ball its snapped on to. If the motors dont find their stop point that means the internal up/down switchs in the motor are damaged. I suspect the motors will run till they stop. If thats the case the head lamp pop up assembly is likely bent and basically jaming before it ever gets to its stop switch. If the motor was continually running and the head lamp pop up assemblies werent bent the heads lights would go up -down-up-down-up-down-up...and so on as there is nothing to stop that motor from making continual revelotions. now if the motor does stop but you hear it still running then it is jammed internally.
