1991 240sx: car is jerky when depressing gas pedal slightly

If I'm driving with foot off gas pedal and then depress gas pedal slightly, the ride is very rough. car jerks like it is getting lots of gas and then no gas. If i take foot off gas pedal, engine smooths out. I failed an emissions test today with high hydrocarbons and carbonmonoxide at idle. Drive test was fine. Not sure if it is connected.
