1990 headlamp retract erratic

The headlamps go up or down intermittently on my 1990 240sx. It's worse when its cold. It started that they would not go down all the way when you turned them off. Now they sometimes come up only part way. After a few tries they work. They almost always stay synchronized ie both in the same position, even stuck in the same position. This is true whether I use the headlamp switch or the separate retractor switch on the dashboard. Once one went up, the other didn't. Once they made a loud clicking noise as they stuck, and then came unstuck. I suspect a relay or switch, but don't know how to figure out which one it is (especially since the problem is intermittent).

Any help would be much appreciated.

check for moisture in your harness connectors and in your relay box. I would think its somewhere in the main control since they fail in sync with each other.
