Okay, this is weird, the '90 EL section doesn't have a fog diagram. So I'm going by a '91 and figuring it's the same. First things first, do you have the low beams lit when checking the fogs? Nissan factory fogs have always been wired so they operate only with the low beams. Yours are no exception, the fog relay coil gets power from the righthand headlamp and ground from the fog switch. So if the headlights are off, the fogs are automatically off too.
If the headlights are on and the fogs are still out, first check for power on both sides of the fog fuse. Visuals won't tell you if a fuse has power, only that it isn't blown. If the fuse is good and has power, check for battery power at Green on the relay and power at Red/Green with the headlights lit. Post back results and we'll go from there.
