1989 Pathfinder speedometer sluggish/inaccurate

Recently purchased a 1989 Pathfinder. I noticed a couple days into owning it that the speedometer acts...weird.

The needle in the speedometer seems to be sluggish, and in same cases, gets stuck in position. My brother and I took it out on some back roads to test things out today. Here's a quick summary:

-First thing I noticed was the needle being stuck at 12mph after I had come to a complete stop. After tapping on the pane above the speedometer several times it eventually, though slowly, went down to 0.

-I matched speeds with the other car going 30mph, but my speedometer read 25. After about 20 seconds and some more tapping, it did eventually read 30. Decelerating to a stop, the needled moved a bit quicker, but I still would call it sluggish. Also, again, it didn't reach 0 without tapping encouragement.

-We headed out of town going 40mph. After a minute of driving, I couldn't get a higher reading than 36 or so, despite more tapping.

-Heading back into town, we took it up to fifty. The needle got to about 38 with more tapping, no higher after about a minute of driving.

Tires are the correct size and are fully inflated. Anyone have a guess as to what the problem may be, and how I might go about fixing it? Thanks in advance. :)
