1989 240sx wiper speed slow, please help

I had my 1989 240sx get flooded 2 years ago. It is almost back to 100%. I have a few bugs that I cannot figure out. The wiper speeds are too slow. The regular speed is real slow and the fast speed runs regular speed. I have changed the motor, the column switch, the wiper relay, the TCU, but nothing seems to work. Is there something that I am missing. Maybe a relay in the fuse boxes. Please help. If you all can help me, I have a couple other things to work out too.

Are the pivots rusted or lacking in grease?
