Not very informative. The cable is indeed part of the power window regulator?

Is this replacable by just removing the door panel and plastic? or do you have to somhow pull the door framing apart?

Yes it's a part of the regulator. The door is a solid piece. Removing the door panel gives you access to everything, then from there you'll have to pull the window and regulator out the top of the door.
