1985 4x4 carb problem

Hello,
I am a newbie and I need help trying to figure out this dang Nissan stock carb,

I have a 1985 4x4 truck with the duel plug z Motor. I could not get the idle to come down so I bought another carb. I just got it running and its doing the same exact think !

When the key is turned on and if you look down into the carb.you can see fuel running into the intake ! Would that mean that the float is stuck or needs adjusted ?

Help ?
