1985 300ZX fuse problem

I have a 1985 Nissan 300ZX That were in the process of restoring it, when i went to start it (Had to push start cause there is no starter.) and it wouldn't crank, because it blew the fuse to the fuel pump, went and started chewcking fuses and every single fuse is dead, not blown, but dead, only ones working are engine control, radio and headlights. Then the fuel pump only gets 2.5V then goes dead, without the fuse in. I found the anti theft system under the passenger seat, but there is a weird metallic system next to it thats all corroded, i don't know whats going on.
