1984 hatachi fuel float and needle help needed

hi is the needle valve L shaped wire supposed to sit on top of the brass flange or does the L shaped wire go under the flange allowing the brass needle to actually sit on the brass flange??? can the carb flood out if the needle valve doesn't shut off the gas causing it to die?? or does it just go to the return line back to the tank??? also the flange on the float seems to be bent down to the top of black float. but when I look at a pic of new float it sets up off the float itself. what will happen if you run it without the needle valve???? I fill the float tank with gas manualy, put it all back together start motor, runs great till gas goes out of bowl then she dies!! I have new fuel pump and getting gas to the carb
