Hold off for an earlier car.
Also, as Dave said, rust in the rockers means big problems elsewhere 99% of the time. I'd be looking under the battery tray at the frame rail, up inside the strut towers, and at the floorboards for additional corrosion.
The 79 isn't exactly in high demand, and that price sounds steep to me despite the low miles. I'd rather have a 70-74 with 200K miles and no rust. THAT'S worth $2600 all day long.
