180sx sr20det buy or not

i was looking into buying a 180sx and i found one but im not too faniliar with the engine and it had weird sound to me what do you guys think?

It looks pretty good from the video, aside from the fact that it was pretty dirty and has been re-sprayed. Not sure how the paint job is. There's also some questionable wiring and gauge mounting.

How were you planning on registering it/driving it (assuming you're going to try to do so in America)?
