If you prefer convention over logic then it's a 1.3 liter. Mazda measures the displacement of rotaries using a 2 stroke scale. Even though the rotary engine has separate I/C/P/E strokes.
If you use logic and measure it using the 4 stroke scale, like every other auto engine, then the 13B is a 2.6 liter and the 20B is a 3.9 liter.
