12v lighter receptacle faulty.

Anyone one know how I can figure out wth is up with my 12v plug. It used to work fine but now it flickers when you touch it, wont power anything, and the metal socket wont stay in the damn hole.

I have already taken it apart, checked for loose connections, cuts in the wire where it may be grounding out, checked the fuse, and I'm starting to think that the lighter is not the right oe unit. not that I use the lighter but if anyone also know how to check voltage on the black wire and the orange w/ white stripe wire... I would glad to be told how and what voltage to look for 12v?? mv??? Ma??? eh...

Easier to just get another one and plug it in and see if it works. They are known for going bad occasionally.
