my battery has been sitting around for a while and is reading 11.7xx volts, i know they're supposed to be 12.6, however, the relays in our cars require at least 12v to work, correct?

Well theres a chance it could work. IM not sure if youre trying to test your wiring or trying to start the car or what? It should definitly be ok for a roll start though =D.

It could work, just slip it in and see if you get any sort of power.

11.7x while idling or off? 11.7 is fine if off just needs a little charge.
