First thing to check when a car runs rich but doesn't have performance issues is the IAT sensor (Intake Air Temperature). If it's lying to the ECM and making it think the air temp is much lower than actual, the ECM will enrich the mixture far more than it needs and gas mileage will plummet.

Yeah my car is the same, driving very conservatively I probably get around 15 but i like to drive fast so it’s more around 10. So if you want to get that number up either drive more conservatively or get a new car because you have to remember that these cars have pretty big motors and aren’t that light.

I'm trying to determine if there is a problem, IS it running too rich or if it is just heavy right foot. Seems to get 10 no matter if driven light or hard.

That sensor.. Is it this? https://www.ebay.com/itm/174107201668

Nope, that's the ambient sensor. I just went through the EC section of the SM for a '94 and it looks like the IAT is an internal compensation circuit inside the MAF, the ECM doesn't have direct access to it. So if it's malfunctioning, it will show up as funky MAF readings.
