I dont like the gap between the wheel and fender.

I was thinking 18's would work well so I dont need to lower it.

Im looking for low cost 4 lugs wheels.

Anything I need to know? 17's better?

Appreciate anything you got...

17 inch tires are cheaper. So you should consider that. 18s would require very low profile tires which makes the ride more bumpy and also cost a lot. Larger rims at times weight more then smaller ones and might make the car handle, accelerate and brake different.

Personally for me I think if you got drums in that back large rims just shows those off. And that's not pretty IMHO.

17's would be a better idea.

Here's the issue, though.

When you put new wheels and tires on you keep the same overall diameter (or very close) in order to keep the speedo/odo calibrated. Thus, you're not going to reduce the gap much if at all because the new wheel/tire shouldn't be taller than the old one.

You're going to have to lower it if you want to get rid of the gap. Eibach Pro-Kit springs will fit on stock struts without blowing them and give it a pretty decent stance. There's a thread on this on the first page of Sentra General.
