08 grille on 07

So I have followed all the info I can find for doing this with the 08 OEM grille on my 07. Obviously I am missing something. I have made all the appropriate cuts on new grille and the bottom of grille does not sit flush.
Has anyone encountered this? I know the old grille had 2 bolts, I don't see anyway to use the same 2 bolts, only the rivets.

The bottom will not be flush.
