Our Subaru wagon has always had all season tires. It gets around Omaha, which has quite a few hills and worse winters than Kansas City, just fine. Dedicated winter tires will work better, especially for stopping, but are not really necessary. My biggest problem is the two wheel drive vehicles that get stuck in front of me. (For them, I would need a monster truck, not just different tires.) When you drive all season tires in the winter, you should replace them sooner than you would for summer use only. Traction isn't very good at marginal tread depths.
