06 MO headlights adjustment?

i've been looking for several days on how to adjust the headlights manually. yes, i do know about the thumb wheel, but that doesn't seem to be enough. my passengers side is pointing way to the right and they both seem to be pointing a bit down. i turned the white screw/nut on the lamp assembly, but that doesn't seem to do anything. so, does anyone know how to adjust them?

anyone? still looking for a solution here. like i said earlier, i've played with the white "adjustment screw" and nothing is happening. is this something the dealer has to do?
