The throttle body is a drive-by-wire system so it is basically a servo that controls the position of the butterfly valve in place of the standard throttle cable attached to the pedal. It sounds to me like there is something wrong with it, the ECU knows it, so it is cutting spark to the cylinders to protect the engine in case the throttle is stuck wide open or in any other position other than where it should be. Is there a check engine light associated with it not starting?
I think it is relatively common for these throttle bodies to fail prematurely on these engines. Your case is not the first one that I've read about.
I'd start there and let us know what you find. Do you have the FSM to guide you through troubleshooting the throttle body?
